SOUNDBITE (English) Joe Biden, U.S. President:"And I hope all Americans who live in areas with substantial or high case of rates will follow the mask guidance being laid down by the CDC. I certainly will. And I have, because this is one of those areas in Washington. And at my decision, my direction, all federal personnel and visitors to federal buildings will have to do the same thing. As I said from the beginning, a mask is not a political statement, it's about protecting yourself and protecting others. Masking is one defense against the spread of COVID-19. But make no mistake, vaccines are the best defense against you getting severely ill from COVID-19, the very best defense."ASSOCIATED PRESSWashington DC - 29 July 202111. A federal worker wearing a face masks enter VA headquartersANNOTATION: On Monday, the Department of Veterans Affairs became the first federal agency to require vaccinations, for its health workers.STORYLINE:The nation's millions of federal workers will be required to verify they've been vaccinated against the coronavirus or else face mandatory masking, weekly testing, distancing and other new rules, the Biden administration announced Thursday. The newly strict guidelines are aimed at boosting sluggish vaccination rates among the four million of Americans who draw federal paychecks and to set an example for private employers around the country."Every federal government employee will be asked to attest to their vaccination status," President Joe Biden said during an address in the East Room. "Anyone who does not attest or is not vaccinated will be required to mask no matter where they work. Test one or two times a week to see if they've acquired covid, socially distance and generally will not be allowed to travel for work," Biden added.Rather than mandating that federal workers receive vaccines, the plan will make life more difficult for those who are unvaccinated to encourage them to comply.Earlier this week the Centers for Disease Control and Prevention reversed its masking guidelines and said that all Americans living in areas with substantial or high coronavirus transmission rates should wear masks indoors, regardless of their vaccination status. With the latest CDC data showing that Washington, D.C., is facing substantial rates of transmission, by Wednesday reporters and staff were again masking up at the White House."As I said from the beginning, a mask is not a political statement, it's about protecting yourself and protecting others," Biden said. "Masking is one defense against the spread of COVID-19. But make no mistake, vaccines are the best defense against you getting severely ill from COVID-19, the very best defense."On Monday, the Department of Veterans Affairs became the first federal agency to require vaccinations, for its health workers. About 60% of American adults have been fully vaccinated. Biden had set a July 4 goal to get at least one shot in 70% of adults and is still not quite there. The latest figure is 69.3.===========================================================Clients are reminded: (i) to check the terms of their licence agreements for use of content outside news programming and that further advice and assistance can be obtained from the AP Archive on: Tel +44 (0) 20 7482 7482 Email: info@aparchive.com(ii) they should check with the applicable collecting society in their Territory regarding the clearance of any sound recording or performance included within the AP Television News service (iii) they have editorial responsibility for the use of all and any content included within the AP Television News service and for libel, privacy, compliance and third party rights applicable to their Territory.
