STORYLINE: Intercontinental Terminals Company spokeswoman Alice Richardson got emotional at a news conference Thursday, hours after Deer Park, Texas residents were warned to stay inside amid elevated levels of benzene near a Houston-area petrochemicals storage facility that caught fire this week. The Environmental Protection Agency said Wednesday that benzene levels near the facility didn't pose a health concern. But authorities detected action levels of benzene Thursday morning and issued a shelter-in-place order. At a news conference shortly after the order was announced, Richardson said "ITC responders are working actively to reduce the cause that may be responsible for the elevated levels."  She said they are working as "carefully, as safely and as quickly" as they can. Asked whether residents of Deer Park are safe, Richardson declined to answer, saying only that they should heed the order of local officials. "You should shelter in place if the shelter in place is issued," she said. Richardson got choked up when a reporter asked what her message to concerned residents is, from the point of view if ITC. The spokeswoman said, "ITC cares. We care a lot. We have been good stewards. We've been good neighbors."  RIchardson added that her company "will fix it" and "make it right." The fire at the plant began Sunday, sending a huge, dark plume into the air.  It spread to storage tanks holding components of gasoline and materials used in nail polish remover, glues and paint thinner.
